New South Wales has announced the creation of its first independent animal welfare oversight body, establishing a statutory agency to monitor funding and enforcement under the Prevention of Cruelty to Animals Act. The Office of Animal Welfare will oversee how $12.8 million in public funds is distributed annually to RSPCA NSW and the Animal Welfare League NSW for enforcement activities, beginning with the 2026-27 budget allocation.
The new agency will conduct independent reviews of enforcement actions, handle public complaints, and advise the government on funding adjustments. It will also work to lift compliance and enforcement standards across the sector through greater coordination, information sharing and performance oversight.
Public complaints will now be directed to the office, which will receive, investigate and report on complaints about enforcement actions taken by RSPCA NSW and AWL NSW.
The office will operate under the Premier’s Department and report directly to the Minister for Agriculture, who administers the state’s animal cruelty laws. This initiative follows broader legal reforms introduced through the Prevention of Cruelty to Animals (Enforcement and Operational Powers) Bill 2026, which represents the most substantial update to NSW’s animal welfare legislation in recent years.
